HR software for Gulf cities

Employment rules in the Gulf differ from country to country, and sometimes within one city depending on where the licence sits. We picked ten cities and wrote down what matters to a small company in each: the authority, the government platforms, wage protection and holidays, with official sources.

Does HR FLARE work across the Gulf?

Yes, with a full Arabic interface, Gulf currencies, Hijri dates and a configurable weekend. It exports the UAE WPS SIF and the Saudi WPS payroll file, and calculates GOSI. In the other countries it keeps payroll records and your bank prepares the wage protection file. Data is hosted in Europe, and we have no local office.

What differs from city to city

In the UAE, where the licence sits decides the law: the mainland, a free zone, or a financial centre such as the DIFC or ADGM. In Saudi Arabia the rules are the same in all three cities, but the focus differs: platforms and Saudization in Riyadh, the seasons in Jeddah, GOSI and shifts in Dammam. Qatar, Kuwait, Oman and Bahrain each have their own labour authority, wage protection system and social insurance body.

Every city page lists its sources and says plainly what HR FLARE does not do. Always confirm with the official authority before acting.

Does HR FLARE have an office in the Gulf?
No. HR FLARE is an online cloud service, and we have no local office or representative in any Gulf country. Data is hosted in Europe.
In which Gulf countries does HR FLARE export a wage protection file?
In the UAE it builds a SIF with EDR lines and the SCR record, and in Saudi Arabia a WPS payroll file for your bank and Mudad. In Qatar, Kuwait, Oman and Bahrain your bank prepares the file.
Is the free plan available to Gulf companies?
Yes. The free plan covers up to 5 employees with no credit card, in any country.
