HR software in Jeddah for small businesses
Many establishments in Jeddah run to the rhythm of the seasons: Ramadan, the two Eids, Hajj and Umrah. Working hours change, demand for temporary staff rises, and the wage protection file is still due every month. HR FLARE prepares the payroll file, calculates GOSI and shows dates in Hijri.
How does a Jeddah salary reach the Wage Protection System?
The establishment sends its payroll file to its bank, the bank pays the salaries and then issues the processed wage protection file. That file is uploaded to Mudad within 30 days, and many banks upload it automatically. Mudad then matches the salaries against GOSI data.
The wage protection file, step by step
The bank file follows each bank's format; the file that reaches Mudad follows the HRSD specification.
| Step | Who | Details |
|---|---|---|
| 1. Payroll file | Establishment | In the bank's format, with basic salary, housing, other earnings, deductions, net, national ID or Iqama and IBAN for each employee |
| 2. Transfer | Bank | In house or through SARIE to other banks |
| 3. Processed wage file | Bank | A digitally signed file in the HRSD format; many banks upload it to Mudad for the client |
| 4. Upload and matching | Mudad | Within 30 days since 1 March 2025, matched against GOSI data |
In the HRSD specification, net pay must equal basic salary plus housing plus other earnings, minus deductions.
Why a wage protection file gets rejected
The most common problems are a wage that differs from the one registered with GOSI or in the contract, a wrong IBAN or Iqama number, or a net amount that does not equal its components. That is why HR FLARE builds the file from the payroll run itself, so the numbers come from the same source they were calculated from. See our Mudad WPS guide (Arabic) for details.
Ramadan and Eid al-Fitr
Under Article 98 of the Labor Law, working hours in Ramadan for Muslim employees may not exceed six hours a day and 36 hours a week. Non-Muslim employees keep their normal hours unless the establishment decides otherwise. Work out a schedule with the Ramadan working hours calculator (Arabic).
The private sector Eid al-Fitr holiday is four days, starting the day after 29 Ramadan in the Umm al-Qura calendar. In 2026 it began after close of business on Wednesday 18 March and ran from Thursday 19 to Sunday 22 March.
The Hajj season and temporary work
The Makkah region, which includes Jeddah, sees high demand for staff during Hajj. HRSD launched Ajeer Al-Hajj, which grants establishments permits to employ Saudis and residents on seasonal contracts during Hajj. The wider Ajeer platform organises temporary work and the temporary transfer of surplus workers between establishments under a fixed term permit.
The private sector Eid al-Adha holiday is four days from Arafat Day; in 2026 it ran from Tuesday 26 to Friday 29 May.
