HR software in Kuwait City for small businesses
In Kuwait, the Public Authority for Manpower (PAM) runs work permits and company files, and since 1 November 2025 salary approvals, transfer data and working hours go through the Asahal portal. End of service indemnity follows its own rules in the private sector Labour Law. HR FLARE keeps people, leave and KWD payroll together.
How is end of service indemnity calculated in Kuwait?
Under Article 51 of Law No. 6 of 2010, a monthly paid employee earns 15 days' pay for each of the first five years and one month's pay for each year after that, with the total capped at a year and a half of pay.
Who regulates employment in Kuwait?
One authority for the labour market, another for Kuwaiti social insurance.
| Topic | Authority | What it means for you |
|---|---|---|
| Labour law and work permits | Public Authority for Manpower (PAM) | Private sector Labour Law No. 6 of 2010; company file and work permits through the Asahal portal |
| Salary transfers | PAM and local banks | Pay into the employee's account at a local bank and give proof of payment, under Article 57; data runs through Asahal since November 2025 |
| Social insurance for Kuwaitis | Public Institution for Social Security (PIFSS) | Registration and monthly contributions for Kuwaiti employees |
Salary transfers and the Asahal portal
Article 57 of the Labour Law requires employers to pay wages into employees' accounts at local banks and give PAM proof of payment. Since 1 November 2025, PAM has moved wage monitoring onto the Asahal portal: salary approvals, transfers and working hours data go through it, and each transfer must match the employee's work permit. PAM has warned of strict action for late salaries, including suspending the company file.
HR FLARE does not connect to Asahal or transfer salaries. It keeps each employee's payroll record in KWD, so the numbers are ready for matching.
End of service indemnity and annual leave
For a monthly paid employee: 15 days' pay for each of the first five years, one month's pay for each year after that, capped at a year and a half of pay. It is due in full when a contract ends without renewal, when the employer terminates it, or when a female employee resigns within a year of her marriage. Since the amendment to Article 51, an employer may not deduct PIFSS contributions from a Kuwaiti employee's indemnity.
Annual leave is 30 paid days under Article 70.
Holidays and the summer ban
Private sector holidays under Article 68: New Year, Isra and Mi'raj on 27 Rajab (Friday 16 January in 2026), National Day on 25 February, Liberation Day on 26 February, three days of Eid al-Fitr, Arafat Day, three days of Eid al-Adha, Hijri New Year and the Prophet's Birthday. An employee who works on a public holiday earns double pay plus a replacement day.
From June to August, work in open areas is banned from 11 am to 4 pm under Administrative Resolution No. 535 of 2015, including motorcycle delivery.
