Pick Personio if you want one platform that grows with you, with preliminary payroll in the base plan, and you accept a demo, a quote and a one-time setup fee. Fewer than 10 people? How do HoorayHR and Personio really differ?
The starting prices are close: €7.50 against €7.60 per employee a month. The difference is in what sits around the number. HoorayHR prints its plans, its minimum and its add-ons. Personio prints a starting point and finishes the sum on a call.
HoorayHR: two plans, add-ons priced in the open
HoorayHR's pricing page shows two plans. Core is €7.50 per employee a month and covers the personnel file, leave and absence registration, onboarding and offboarding workflows, document generation and signing, HR analytics and more than 50 integrations. Plus is €9.25 and adds a dedicated success manager, API access, single sign-on, reviews, 360-degree feedback, custom branding and multi-language support, with the multi-entity and expense add-ons bundled in.
Time tracking costs €1.50 per user a month on top, multi-entity €1.00 and expenses and travel €0.50. There's a minimum of 10 users per plan, a 14-day free start, and the page says HoorayHR charges no implementation costs. The page doesn't say whether prices include VAT, so ask. And the pricing page is in Dutch, which is worth knowing if your team isn't.
Personio: one platform, sold by quote
Personio's pricing page says it starts from €7.60 per month per employee, with a one-time setup fee that depends on company size, and the real price comes after a demo. Its yearly subscription has a minimum run of 12 months. It says it suits companies with 10 to 10,000 employees and stores data in Europe. Core includes preliminary payroll, an export for your accountant. Recruiting and performance are extra apps, and a full Personio Payroll is an add-on.
So which one?
- Choose HoorayHR if you have 10 or more users, want a published price per plan and per add-on, and like that implementation is free.
- Choose Personio if you want preliminary payroll in the base plan and one platform to grow into, and you're fine with a demo and a quote.

HoorayHR vs Personio for a 12-person team
Take 12 people, each vendor's published starting price, and no add-ons. HoorayHR Core is €7.50 times 12, which is €90 a month, or €108 with time tracking at €1.50 per user. Personio from €7.60 is from €91.20 a month, before the one-time setup fee and any apps. Those are floors, not quotes: the HoorayHR figure moves with the plan and add-ons, and the Personio figure moves with the quote.
HR FLARE for the same 12 people is $79 a month on the plan for up to 30, in US dollars and flat whatever the headcount inside the band. A team of 5 or fewer pays nothing, and below HoorayHR's 10-user minimum that is the difference that matters most.
Where does HR FLARE fit?
HR FLARE is the smaller option, with flat published prices, for teams of roughly 5 to 75 people. It covers the daily HR jobs: employee profiles and documents, clock in and out from the browser, the Mac app or the phone, timesheets with manager approval, leave with balances and carry-over, expenses with receipt scanning, job postings, e-signatures and performance reviews.
Its AI assistant answers questions about your own HR data, and you can connect it to ChatGPT or Claude. Payroll is kept as records and payslips (gross, deductions, net), so your accountant still calculates the tax, and there's no manager-built shift rota. Prices are flat by headcount: free for up to 5 employees, $29 a month for up to 10, $79 for up to 30, $149 for up to 75.
