How to choose HR software in the Gulf: the checklist to use before you sign
Most HR tools demo well in English. The questions that matter in Dubai, Riyadh or Doha are narrower: does it produce the salary file your bank accepts, does it know your weekend, and where does your employee data actually live?
In short
- Test the Gulf specifics, not the generic features: Arabic right to left screens, the UAE WPS salary file (SIF) or your Saudi bank WPS file, GOSI contributions, Hijri dates, Gulf public holidays and a configurable weekend.
- Ask every vendor where data is hosted and how cross-border transfers are handled, then check the answer against your local data protection law with your lawyer.
- Run one real payroll month and one real leave request through a free plan or trial before you commit.
Why Gulf HR software needs its own checklist
A small company in the Gulf faces rules that most global HR products were not built around. Salaries in the UAE private sector go through the Wage Protection System. In Saudi Arabia, the wage protection file ends up in Mudad and social insurance runs through GOSI. Weekends differ between neighbouring countries, Islamic holidays move with the moon, and your team may be split between Arabic and English speakers.
The checklist below turns each of these into a question for the demo and a test you can run yourself.

1. Arabic that works right to left, not just translated
An Arabic label on an English layout is not an Arabic product. In a genuine right to left interface, tables, forms, dates and numbers read correctly, and mixed Arabic and English names do not jumble. Ask whether each user can choose their own language, so a manager can work in Arabic while a colleague uses English on the same data.
2. Payroll that ends in a file your bank accepts
UAE: the WPS salary file
According to the official UAE government portal, every establishment registered with the Ministry of Human Resources and Emiratisation must pay wages on the due date through the Wage Protection System, using banks, exchange houses or financial institutions authorised by the Central Bank. The file that carries the payroll is the Salary Information File, or SIF: one employee detail record per person and one salary control record, whose total salary is validated against the sum of the employee records. Bank guides publish the exact field rules, and a single wrong IBAN, routing code or salary month is enough for the file to bounce.
Ask the vendor to export a SIF file for two test employees, then check it with a WPS SIF checker before you upload anything to your bank. Our guide to WPS in the UAE walks through the fields.
Saudi Arabia: the bank file and Mudad
The Ministry of Human Resources and Social Development states that wage protection files can now only be uploaded through the Compliance System in Mudad. In practice the employer sends a payroll file to its bank, and the processed wage file then reaches Mudad, often uploaded by the bank. The data behind it is the same each month: employee name, national ID or Iqama number, IBAN, basic salary, housing allowance, other earnings and deductions. Because the payroll file layout differs by bank, ask the vendor to show an export that matches your bank's template. Read our Mudad and WPS guide for the upload window and common rejections.
3. GOSI contributions under the new law
Saudi Arabia's Social Insurance Law of July 2024 changed contribution rates for Saudis entering the system for the first time, with annual steps, while existing contributors kept their earlier rates and non-Saudis pay occupational hazards only. A system that applies one rate to everybody will be wrong for some of your staff. Test three profiles: a Saudi hired before July 2024, a new Saudi entrant and an expatriate, and compare the results with a GOSI calculator. The details are in our GOSI guide.
4. Hijri dates, holidays and the weekend
Hijri dates
Official letters, holiday announcements and some documents use Hijri dates. You do not need a Hijri-first system, but you should be able to see the Hijri date next to the Gregorian one without switching tools. A Hijri date converter helps for one-off checks.
Public holidays that move
The UAE government portal says Islamic holidays are determined by moon sighting, and under Cabinet Resolution No. 27 of 2024 a holiday that falls on a weekend is not moved to another day, although the government can still move a specific holiday by decision. So a calendar computed in advance is a starting point, not the final word. Ask whether holidays are computed for you and whether an admin can shift a date after the official announcement.
A weekend you can configure
The UAE federal government has worked Monday to Friday noon since 1 January 2022, Sharjah government takes Friday to Sunday off, and Saudi Arabia, Qatar, Kuwait, Oman and Bahrain use Friday and Saturday. Private employers set their own rest days within the law, and Oman's labour law requires at least two consecutive rest days. If the software hard-codes Saturday and Sunday, leave balances and overtime will be wrong for many Gulf teams. 5. Currencies and decimals
Under ISO 4217 the UAE dirham, Saudi riyal and Qatari riyal have two decimal places, while the Kuwaiti dinar, Bahraini dinar and Omani rial have three. Software that rounds every amount to two decimals will quietly misstate dinar salaries. Enter a salary such as 1,234.567 KWD during your trial and check payslips and exports.
6. Data hosting: the questions to ask
This is where honest answers matter most, so we will start with ours: HR FLARE is hosted in Europe, and we do not offer hosting inside any Gulf country. Whether that works for your company is a legal question about your data and your sector, and we cannot answer it for you.
What we can do is point to the laws you should raise with your lawyer:
- UAE: Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data came into force on 2 January 2022. The UAE government portal notes that it applies to processing inside or outside the country and sets requirements for cross-border transfer. Some free zones have their own regime, for example the DIFC Data Protection Law No. 5 of 2020.
- Saudi Arabia: the Personal Data Protection Law, issued by Royal Decree M/19 and amended by Royal Decree M/148, has a separate Regulation on Personal Data Transfer Outside the Kingdom published by SDAIA. It lists safeguards such as standard contractual clauses, binding common rules and accreditation certificates, and requires a risk assessment in certain cases.
- Qatar: Law No. 13 of 2016 on Protecting Personal Data Privacy, Article 15, forbids the controller from limiting cross-border data flow unless the processing breaches the law or may cause serious harm.
Questions worth sending to every vendor, in writing:
- In which country and data centre is our data stored, and where are backups kept?
- Which subprocessors can access our data, and from which countries?
- Which transfer mechanism do you offer for our jurisdiction, for example contractual clauses?
- Can we export all company data and each employee's data ourselves, at any time?
- How quickly are we told about a breach, and who is our contact?
Sector rules can add requirements on top of these laws, for example for health data, so include your sector when you ask.
7. AI features: useful, with limits
Many HR tools now include an AI assistant. Ask what it can see: it should follow the same permissions as the user, so an employee cannot ask about a colleague's salary. If you already use Claude or ChatGPT, ask whether the HR system can connect over the Model Context Protocol (MCP) rather than through copy and paste.
8. Price and how to run a fair trial
Compare the price for your real headcount, not the headline tier. Then run one month end to end: add five real employees, set your weekend and holidays, approve a leave request across a weekend, run payroll, export the WPS file and validate it. That single month will tell you more than any demo.
